Jörgen Möller is a Ventrue Kindred who has been selected by Prince Wilhelm Waldburg and his Primogen Council to be the Sheriff in West Berlin. He appears to be a curmudgeonly man in his forties or fifties, relatively small in stature, moustachioed and balding. His trademark bowler hat, brown suit and bow tie make him stand out amongst his more sharply dressed clanspeople. This appearance could makes him seem like an unlikely physical enforcer of Princely decrees.

The Sheriff enforces the Traditions and the edicts of the Prince within a given Domain. A Sheriff may appoint Hounds to assist him (or the Prince may appoint them, in the interests of curtailing a Sheriff’s overt power).

Because of the importance of these duties, the Sheriff has the authority to request that any kindred accompany him/her for questioning and judgement, and as a result, is immune to the powers of the Keeper of the Elysium.
