Since the original character creation rules allowed for too much difference in effective power in starting characters, a custom character creation scheme has been made. The new rules are based on the normal rules for experience costs when leveling a character, applied to a basic character template.
A character starts with a base template with the following characteristics:
Every character starts with a certain amount of experience, varying per setting. Experience costs are calculated like one normally would when raising a character's stats. All usual limitations on character creation still apply.
