The hierarchy started out as a cooperation between the solars Azizah, Shimada Kanbei, Becna and Fera. It was formed because a formal democracy does not have the ability to respond with enough speed in case of emergencies, and because Solars specializing in social manipulation have to much sway over those not able to resist this.
