Herr Reissmann is an unhappily married man of 36 years old. His towering posture, blonde hair and blue eyes have given him the unfortunate position that, even though he could have been promoted on merit, he was skipped over for promotion several times due to vaguely worded public relations reasons. Currently, Reissmann's full position is “Polizeipräsident Stadtbezirk Charlottenburg”; he is the chief of police of the Charlottenburg district. Running the eventful Charlottenburg district, Franz takes a very hands-on approach. He has been on the front lines more than once during the violent riots on the Kurfürstendamm.
Alastar Mac Caoileann first met Franz Reismann in the winter months of 1980, just after opening Lippe. Herr Reismann, being very hands-on, had decided to 'scout out' this new den of potential trouble for himself. Several months later, after being being pleasantly surprised by the warm welcome he received – at Alastar's behest, as he makes a point of knowing who visits Lippe – and the almost orderly calm exuding from the brothel, he set out to speak to the proprietor of the establishment.
Alastar, not at all interested in making waves in the district struck a deal with the disgruntled police chef. Over time, what started out as a quid-pro-quo arrangement has shifted to an alliance of mutual trust; the police chef trusts that when Alastar asks some incident report or case to be lost this is for the best, in return he can count on Alastar when someone, usually some pimp or dealer, simply needs to go away without raising questions. Of course, the ready access to the willing women at Lippe is a good motivator as well. Herr Reismann knows Adala Wollschlaeger is the day-to-day manager of Lippe, and tries to remain in her good graces.
